Competent Authority
Engineering practice in Rwanda is regulated by the Institute of Engineering Rwanda (IER). IER provides registration pathways for professional engineers, professional technologists, technicians, graduate engineers, graduate technologists and consulting firms. (engineersrwanda.rw)
The relevant current framework is Law No. 023/2025 of 01/09/2025 governing the professions of architecture, engineering and quantity surveying. The law defines professional engineers and consulting firms, categorises engineering service providers, requires registration with the Institute, and requires foreign professionals or foreign professional entities to register with the Institute after fulfilling other applicable legal requirements.

IER’s professional engineer requirements page states that professional engineers should have more than two years’ post-graduation professional engineering experience. Required documents include a passport-size photo, national ID or passport, notarised bachelor’s degree, signed career statement or CV, endorsed signed and stamped technical report certified by a supervisor, foreign practising licence for non-Rwandan applicants, foreign degree certificates where applicable, and proof of application fee payment. For consulting firms, IER requires documents such as the RDB registration certificate, the managing or technical director’s practising licence, CV of the managing or technical director, company profile including office address, RSSB certificate, RRA tax clearance certificate, and proof of payment of non-refundable application fees.
